Network Engineer

HE Space has joined forces with CS Group to lead the engineering and digital space market in Europe and to provide highly skilled consulting.

Key Tasks and Responsibilities              

As part of the CNES digitalization team, you will have the following responsibilities:

  • Support for the Request For Information (RFI) phases with industrial firms in order to identify solutions likely to meet the need in the context of the CSG;
  • Pre-analysis of the tools available on the market and their suitability for the need before the actual consultation phases (as appropriate);
  • The objective is to be able to base the choices made on pre-studies and developments that have been made upstream, which will make it possible to decide objectively;
  • Comparative analyses of architecture and solutions when requested by the CNES;
  • Ensuring or organising support for business units during the deployment and start-up phases of the solutions in order to ensure acceptance and optimal use of the tools deployed;
  • Support for personnel in charge of operation (objective: autonomy of the businesses operating the solutions functionally);
  • Support for business users & administrators throughout the project to facilitate end-user buy-in;
  • Prototyping of solutions and validation;
  • Technical management of projects for each identified topic;
  • Providing project management for the design, development and implementation of solutions;
  • Using the CNES software factory;
  • Monitoring the supply of solutions by the industry and during their implementation;
  • Support for security analyses and for information system security (in compliance with SSI rules and in collaboration with the CNES/CSG ALSSI teams);
  • Monitoring during installation, site validation and technical qualification of the whole system;
  • Verification of test logs:
    • Test coverage;
    • Loads;
    • Performance;
  • To ensure that the solutions are consistent with the performance, resilience and availability requirements expressed;
  • Ensure the transfer of competence and reversibility to CNES teams in order to ensure the continuity of actions in support of PMO, Urbanisation and proficiency in the tools and projects implemented;
  • Guarantee and ensure the maintenance of the implemented solutions;
  • Guarantee and ensure the maintenance of the implemented solutions;
  • Ensure delivery in terms of performance and service continuity;
  • Ensure the integration of projects within the DevOps process;

On the development aspects:

  • Parameterisation of tools already present in the Information System for which the Contractor may rely on maintenance contracts or user documentation;
  • Possibility of requesting services from the DTN via the product and service catalogue for requests such as: “Making a digital enterprise application”, “Need for a website”, “Digitalization of workflow”;
  • Local development of scripts (VB Scripts, Python, etc.);
  • The Contractor will choose the most suitable option;
  • In the case of small local developments, the Contractor will be responsible for these developments while taking care to comply with the project process and to draft the necessary documentation, particularly for the operation and maintenance of the tools developed;

On activity and process monitoring aspects:

  • Monitoring project activities in the area concerned;
  • Developing a roadmap/definition of milestones and monitoring project actions;
  • Scheduling meetings;
  • Organising the monitoring of actions;
  • Steering project-related activities for AMOA/AMOE activities;
  • Monitoring the CNES project process;
  • Taking actions to reduce risks;
  • Applying pro-active measures to enable sustained progress on projects;
  • In general, the service must ensure the completeness of the project life cycle from design to monitoring of any third-party maintenance-application service;
  • Comply with CNES internal processes:
    • Documentation;
    • Compliance with the project cycle and reviews;
  • Ensuring budgetary and schedule targets are met and that requirement specifications are met;
  • Maintain a documentation repository on project monitoring, including:
    • User documents;
    • User manuals;
    • Training modules.

 

Skills & Experience

You will have the following qualifications and relevant experience:

  • Minimum Bachelor’s degree in Software engineering or similar relevant degrees;
  • Expertise in network infrastructures;
  • Expertise in Microsoft and Linux system environments;
  • Expertise in network protocols and standards (4G, 5G, IoT, multiplexed networks);
  • Knowledge of Information systems infrastructure architecture;
  • Knowledge of virtual/converged/hyper-converged and cloud infrastructures;
  • Knowledge of development languages: VB Scripts, Shell, JavaScript, Python, Java, .Net;
  • Knowledge of the rules for using IT tools;
  • Organisation, rigour, autonomy;
  • Ability to be accountable to the client;
  • Spirit of initiative, skilled analysis and ability to synthesise;
  • Writing skills (technical documentation);
  • SSI constraints for a vitally important operator (OIV - Opérateur d’Importance Vitale);
  • Digital eco-design;

The selected candidate shall provide support for deployment of DevOps. As such, it must have a minimum command of the following technologies and concepts:

  • GIT tools, Docker, etc;
  • DevOps culture;
  • Knowledge and culture of development on various environments or platforms in relation to current common technologies (Python, .Net, Java, JS framework and mobile);
  • Knowledge of ITIL and CMMI, V-cycle and Agile methodologies;
  • Knowledge of the rules for using IT tools and office automation devices;
  • Organisation, rigour, autonomy;
  • Ability to be accountable to the client;
  • Spirit of initiative, skilled analysis and ability to synthesise;
  • Writing skills (technical documentation);
  • SSI constraints for a vitally important operator (OIV - Opérateur d’Importance Vitale);
  • Digital eco-design;
  • Experience in French Guiana ground activities would be a great asset;
  • Proficiency in French and English;
  • Experience is required in the following areas:
    • GIT tools, Docker, etc;
